Description

The U.S. Army Contracting Command (ACC) is seeking qualified sources capable of providing commercial Next Generation 9-1-1 Core Services (NGCS) and Emergency Services IP Network (ESINet) connectivity in support of Army Public Safety Answering Point (PSAP) operations. The services are required to support delivery of Session Initiation Protocol (SIP)-based Next Generation-911 calls for service, and associated data, enabling interoperability with external emergency communications networks. • The Army operates thirty-eight (38) PSAPs across the United States. • The services are required to support the migration of Army PSAPs from legacy, analog telephone networks to SIP-based NG-911 technology. • The contractor will need to provide IP-based circuits and services to connect the Army PSAPs to commercial NGCS and ESINets. • The contractor will need to have experience in supporting and managing technical challenges related to NG911, ESINET, and SIP-based emergency communications. • The contractor will need to have experience in network security architecture, including the use of session border controllers (SBCs), firewalls, and encryption mechanisms.

Budget estimate

$1,000,000 – $10,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific amount or range. However, considering the scope of the project, which involves providing commercial Next Generation 9-1-1 Core Services and Emergency Services IP Network connectivity for thirty-eight Army Public Safety Answering Points (PSAPs) across the United States, the budget could be substantial. The factors that may influence the likely payment range include the complexity of the services required, the number of PSAPs to be supported, and the level of expertise and resources needed to deliver the services. A rough estimate could be in the range of $1 million to $10 million, considering the potential costs of providing and maintaining the necessary infrastructure, personnel, and technology. However, this is a very rough estimate and the actual budget could be higher or lower, depending on the specifics of the contract and the requirements of the Army.
