The State of Delaware is seeking a vendor to design, deliver, and operate a next‑generation NG9‑1‑1 system that replaces existing hardware‑based call‑handling and dispatch infrastructure across all eight PSAPs. The effort includes providing an equipment‑based Emergency Services IP Network (ESInet), a Next‑Generation Core Services (NGCS) platform, hosted call‑handling (CHaaS) equipment, and integrated public‑safety software (CAD, Mobile Data, Law‑Enforcement and Fire Records Management Systems). The contractor must also handle data migration, training, 24×7/365 support, and ongoing maintenance for a ten‑year term with possible one‑year extensions.
• Provide a non‑cloud, hardware‑based NG9‑1‑1 solution meeting NENA‑i3, ATIS, and other industry standards, with redundant, geo‑diverse architecture.
• Deliver and integrate CAD, Mobile Data, LERMS, and FRMS software, including mapping, AVL, and interoperability with existing systems (Tyler, Central‑Square, Intrado, DELJIS, LEISS, etc.).
• Supply 24×7/365 NOC/SOC, performance bonding, and strict SLA/credit structure (99.999 % availability, MOS ≥ 4.0, rapid incident response).
• Perform data migration of six RMS instances and one year of CAD data, provide training, and manage ongoing licensing, support, and optional hardware extensions.
