RFP for FMS Albania Case, Kucova Air Base NAVAIDS Program

The Air Force Life Cycle Management Center (AFLCMC) is seeking proposals for the provision of one Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, one Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system, and one Weather Radar system for Kucova Air Base (AB), Albania. The systems must be commercially available and meet or exceed applicable references in the Statement of Work (SOW) and Systems Requirements Document (SRD). The proposed effort is a Full and Open competition, and the Government intends to award one contract as a result of this RFP. • The VORTAC, ILS/DME, and Weather Radar systems shall be capable of supporting the Albanian Air Force (AAF) and the North Atlantic Treaty Organization (NATO) inventory aircraft. • The systems shall support Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). • The Government is not responsible for any costs incurred during the development of a proposal in response to this solicitation. • The Government has the right to cancel this effort in full or in part at any time. • Proposals are due no later than 29 May 2026, 5:00PM EST.
