RFP - PW - Connecting Camden Railroad Crossing

City of Minneapolis is seeking a qualified consulting firm to provide comprehensive planning, environmental, and preliminary engineering services for the Connecting Camden Railroad Crossing Elimination Project. The consultant will manage the project, develop stakeholder coordination plans, conduct alternatives analysis, prepare NEPA documentation (starting with a categorical exclusion), and deliver 30% preliminary engineering designs for the preferred alternative(s). The effort is funded primarily by a $2 M Federal Railroad Administration grant, with a total project budget of $2.5 M, and will run from November 2026 through December 2028. • Lead project management and coordination with City staff, FRA, MnDOT, and community stakeholders. • Produce purpose‑and‑need statements, stakeholder plans, and an alternatives analysis with cost estimates. • Prepare NEPA documentation (CATEX, potentially EA/EIS) and 30 % design packages covering right‑of‑way, geotechnical, and pavement designs. • Deliver all required reports, invoices, and a final performance report within a two‑year contract period.
