Minnesota Bids and Bidding Guide
Minnesota state agency solicitations are posted through the Supplier Portal, the SWIFT-based system run by the Office of State Procurement inside the Department of Administration. You register there as a bidder or supplier, and that registration — not a browsing habit — is what puts solicitations in front of you. Underneath the state sit 87 counties, more than 300 school districts and hundreds of cities, each buying on its own authority.
Where Are Minnesota RFPs Posted?
- Supplier Portal (SWIFT) — state agency solicitations and responses. Bidder or supplier registration required.
- Office of State Procurement — professional and technical postings, goods and services, TG/ED/VO opportunities. This is the entry point.
- Minnesota State Register — the official publication of state procurement notices. No registration needed.
- MnDOT — highway, bridge and transportation work. No prequalification, but MnDOT has its own bidding requirements.
- County, city and district sites — local contracts across 87 counties and more than 300 districts. Registration varies by entity.
The distinction that trips people up: the Office of State Procurement site is where you find the solicitation postings and the vendor guidance, while the Supplier Portal is where you register and actually respond. Individual agencies also publish their own RFPs — the Department of Commerce, for instance, runs a departmental RFP page — but those are agency-specific listings, not the statewide route.
What Do You Need Before You Can Bid in Minnesota?
- Register on the Supplier Portal as a bidder or supplier and complete your commodity categories. Nothing reaches you until this is done, and the categories you select determine what you hear about.
- Check whether you qualify for TG/ED/VO certification. Minnesota designates a share of its contracting for certified targeted group, economically disadvantaged and veteran-owned small businesses, and certification has to be in place before you bid on those opportunities.
- Check MnDOT's bidding requirements if you do transportation construction. MnDOT has no prequalification, but bidders must be eligible and post a proposal guaranty, separately from state supplier registration.
- Register with the counties and cities you want to sell to. Hennepin and Ramsey alone run substantial procurement, and state registration does not put you on any local vendor list.
Which Minnesota Cities and Counties Issue the Most RFPs?
Minnesota's contracting splits along clear regional lines, and knowing which is which saves a great deal of searching. This is not a market concentrated in one metro — the Twin Cities dominate by volume, but Rochester, Duluth and St. Cloud each anchor genuinely distinct demand.
- Hennepin County — the largest local buyer in the state: health, human services, transit, facilities.
- Minneapolis — urban development, public works, transportation, municipal services.
- Ramsey County and St. Paul — state capital functions, county services, infrastructure and redevelopment.
- Dakota, Anoka and Washington counties — suburban growth across the metro: roads, parks, utilities, public facilities.
- Rochester and Olmsted County — healthcare and medical technology, driven by the Mayo Clinic cluster.
- Duluth and St. Louis County — mining support, shipping and port work, regional infrastructure.
- St. Cloud and Stearns County — regional services, education, agriculture-adjacent work.
- Bloomington, Brooklyn Park, Plymouth, Eagan, Woodbury — suburban municipal services, facilities and public works.
- School districts — facilities, transport, technology and services across 300-plus districts.
How Do You Track Minnesota Bids Across All These Portals?
The Supplier Portal and the State Register cover state agencies. MnDOT covers transportation. Then 87 counties, hundreds of cities and more than 300 school districts each post on their own — which is not a list anyone checks by hand. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Minnesota and narrow by agency, industry or NAICS code, then save the search so new Minnesota bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
Where Should You Start With Minnesota RFPs?
- Register on the Supplier Portal this week. It is the gate on every piece of state work, and it is the step most often postponed until a deadline makes it urgent.
- Decide which region you are actually selling into. Chasing Twin Cities infrastructure and Rochester medical technology at the same time usually means doing neither well.
- Add Hennepin and Ramsey directly, then set up a saved Minnesota search so the other 85 counties and the districts reach you without a daily routine.
Minnesota rewards vendors who pick a region and register properly. The state layer is straightforward once you are in the Supplier Portal; the local layer is where the volume is, and it is spread across a large number of separate buyers.
FAQs
Where are Minnesota RFPs posted?
State agency solicitations run through the Supplier Portal, the SWIFT-based procurement system operated by the Office of State Procurement within the Department of Administration. The Minnesota State Register carries official procurement notices, MnDOT advertises transportation work separately, and the 87 counties, cities and school districts each post on their own.
How do I register as a Minnesota state vendor?
Through the Supplier Portal, where you register as either a bidder or a supplier for the State of Minnesota. That registration is how the state notifies you of solicitations and how you submit responses. It is the single most important step for state work — counties, cities and school districts maintain separate vendor lists of their own.
Does Minnesota have a small business certification program?
Yes. The Office of State Procurement administers the Targeted Group, Economically Disadvantaged and Veteran-Owned (TG/ED/VO) program, and it posts opportunities designated for certified businesses. If you are eligible, certification should be completed before you start bidding rather than alongside it.
Which Minnesota counties have the most contracting activity?
Hennepin and Ramsey lead by a wide margin, covering Minneapolis and St. Paul. Dakota, Anoka and Washington follow across the Twin Cities metro, with St. Louis County around Duluth and Olmsted around Rochester carrying significant regional volume.
How does contracting differ across Minnesota?
It splits along clear regional lines. The Twin Cities generate urban development and infrastructure work, Rochester healthcare and medical technology, Duluth and the Iron Range mining, shipping and port contracts, and the southern and western counties agriculture-related services.
What industries win the most Minnesota contracts?
Healthcare and medical technology, given the Mayo Clinic and the state's device manufacturing cluster; construction and transportation infrastructure; IT and professional services; and agriculture and food processing. Education contracting runs steadily across 300-plus districts.
How many Minnesota bids close this week?
48 open Minnesota bids close in the next seven days.
Does this include federal opportunities in Minnesota?
