Description
The State of North Dakota seeks a vendor to design, develop, and implement a modern, cloud‑based child‑support enforcement system (“NoDaK”) that will replace the legacy FACSES platform. The effort covers full system architecture, data conversion from existing databases, development of roughly 48 interfaces to state and federal partners, security and compliance (including OCSE certification), disaster‑recovery planning, training, and post‑implementation support. The contract is fixed‑price with an estimated ceiling of $25 million, with potential extensions for operations and maintenance.
• Design and deliver a SaaS/PaaS/IaaS‑hosted child‑support platform meeting federal OCSE standards.
• Migrate and validate all legacy data, implement ~48 batch/web interfaces, and ensure secure, high‑availability operation (≥99.9 % uptime).
• Provide project management, training, documentation, disaster‑recovery/BC plans, and ongoing O&M for up to five years after go‑live.
