RFP - Architect of Record

The Phillipsburg Board of Education is seeking a qualified architectural firm to serve as the Architect of Record for its school‑facility projects. The firm will provide full‑service design, permitting, construction administration, and post‑construction close‑out services, as well as updates to the district’s Long‑Range Facilities Plan. The contract is a 12‑month professional‑services agreement, with proposals due September 17, 2026. The selection will be based on qualifications, management capability, and cost. • Provide complete design, specifications, cost estimating, and permit acquisition for new construction or renovation projects. • Administer construction contracts, conduct on‑site inspections, approve change orders, and deliver final project close‑out documentation. • Update and amend the District’s Long‑Range Facilities Plan and advise the Board on additional professional services. • Minimum of 10 years experience with New Jersey public‑school projects; experience with FEMA‑related work is preferred. • Extensive compliance documentation required (aff‑act, insurance, non‑collusion, political‑contribution, debarment, background checks, etc.).
