Description

The New Mexico Department of Corrections is seeking a contractor to deliver comprehensive behavioral‑health services for female inmates at three state facilities (Western New Mexico Correctional Facility, Springer Correctional Center, and the New Mexico Women’s Correctional Facility). The scope includes staffing licensed therapists, substance‑abuse counselors, and support personnel; operating the Residential Drug Abuse Program (RDAP) and DWI programs; providing after‑hours crisis call coverage; and coordinating with existing state‑employed supervisors and a transitioning psychiatry provider. Pricing will be submitted as a per‑inmate‑per‑day rate based on a minimum census of 700 inmates, with a required staff complement of 20–27 providers and additional clerical/managerial support. The contract will become effective upon signature by the State’s Contracts Review Bureau. • Minimum 20, maximum 27 behavioral‑health providers across two primary prisons (WNMCF and SCC). • Must deliver a nine‑month residential treatment program for at least 100 female inmates, meeting NMCD policy CD 185200 and NM statute 61‑9A‑14.1. • State supplies office space, basic equipment, and all RDAP/DWI program supplies; contractor provides staffing and any non‑listed items. • Pricing model: per‑inmate‑per‑day rate (no total ceiling disclosed); insurance coverage of $1 M/$3 M required; performance bond capability must be demonstrated.

Budget estimate

$5,000,000 – $15,000,000

No contract value is disclosed, but the solicitation bases payment on a per‑inmate‑per‑day rate for a minimum of 700 inmates. Assuming a modest rate of $40‑$80 per inmate per day (typical for correctional behavioral health contracts), annual revenues would range from roughly $10 M (700 × $40 × 365) to $20 M (700 × $80 × 365). After accounting for labor, overhead, and profit margins, the contractor’s net earnings could plausibly fall between $5 M and $15 M per year.
