COMMUNITY DEVELOPMENT BLOCK GRANT - DISASTER RECOVERY

The Alaska Department of Commerce, Community, and Economic Development (DCRA) seeks a qualified Implementation Contractor to manage and execute the 2022 Typhoon Merbok Homeowner Recovery Program under its Community Development Block Grant – Disaster Recovery (CDBG‑DR) allocation. The contractor will provide comprehensive program management, staff augmentation, grant compliance, environmental review, construction oversight, communications, and administrative support across multiple Most Impacted and Distressed (MID) regions, including the Bering Strait, Lower Yukon, Kashunamiut, Lower Kuskokwim, and the Pribilof Islands. The effort includes designing the homeowner recovery program, handling applicant intake and case management, and delivering construction services (inspections, scopes of work, rehabilitation/reconstruction oversight) either directly or via subcontractors. An estimated $1.2 M budget supports the work, which must be completed by December 31 2029.
