Description

The State of Iowa Health & Human Services is seeking a single contractor to operate the Iowa Family Support Network (IFSN) – a statewide toll‑free information and referral service, website, and associated programs (Nine2Thrive and Children at Home). The contractor will manage a 1‑888‑IAKIDS1 call center, maintain the www.iafamilysupportnetwork.org portal, provide referrals to early‑intervention and family‑support resources, administer the Children at Home funding program, produce and distribute educational materials, conduct statewide marketing, and deliver robust data collection, reporting, and quality‑assurance activities. The contract runs for a three‑year base period (July 1 2026‑June 30 2029) with up to three one‑year extensions, for a total possible term of six years, and carries a maximum annual award of $1,333,851 (total ceiling $8,003,106). • Operate the 1‑888‑IAKIDS1 toll‑free call center (8 am‑5 pm M‑F) with warm‑transfer and TTY capabilities. • Maintain and continuously update the IFSN website, ensuring 24/7 access, searchable resource directory, and online referral functionality. • Administer the Children at Home program – application review, eligibility determination, short‑term care coordination, and reimbursement of providers. • Deliver the Nine2Thrive on‑site prenatal‑clinic information‑referral service at two designated sites (Polk County and Wayne County). • Produce, store, and distribute a suite of bilingual (English/Spanish) outreach materials; run a statewide marketing campaign; and submit quarterly/annual performance reports with specific data‑quality and satisfaction metrics.

Budget estimate

$1,000,000 – $1,500,000

The contract caps at $8,003,106 over a potential six‑year term, with an annual ceiling of $1,333,851. Assuming the award is for the full term, the contractor could earn roughly $1.0‑$1.5 million per year (allowing for allowable indirect costs and minor budget variances). This range reflects the maximum funding available, typical administrative‑cost caps (≤15 % indirect), and the fact that actual award amounts may be lower based on agency discretion.
