Consultants of Record (COR) to Provide General Civil Engineering Services - PW 2026-021

The City of Corvallis is issuing an RFP (PW 2026‑021) to select up to 23 engineering firms (approximately eight multidisciplinary and fifteen specialty firms) as Consultants of Record (COR) that will provide general and specialty civil engineering services on a continuing‑on‑call basis. The contract is a five‑year, qualification‑based selection (QBS) with no guaranteed workload; assignments will be made project‑by‑project and may include design, permitting, construction administration, and related consulting for water, sewer, storm‑water, streets, pump stations, reservoirs, and other capital improvement program (CIP) projects. Annual contract maximum is $2 M and individual project maximum is $1 M. The City encourages participation from disadvantaged, small, minority‑, women‑, and veteran‑owned firms.
