Description
The City of Seattle is requesting eligible consultants to submit an application and statement of qualifications for the establishment of engineering, surveying, and design-related consultant rosters. The City is looking for consultants with experience in various categories, including ADA accessibility consulting, aerial services, bioengineering, bridge design, civil engineering, and more. The selected consultants will be added to the City's consultant roster and may be considered for future contracts. The roster will be reset every 5 years, and consultants approved during this cycle will remain approved until December 31, 2030, unless they no longer meet the requirements or are removed from the roster. Some key points to note include:
* Consultants must have completed three or more projects that fall under the scope of work description for the roster category they are applying to.
* Consultants' key personnel and/or principal must have the required professional licenses, certificates, and education to perform the type of work being sought.
* The City reserves the right to modify the solicitation and may make changes to the RFQ if necessary.
* Consultants may submit questions through the Procurement Portal, and the City will answer them in a timely manner.
* The City may remove a consultant from the roster at its discretion before the current cycle ends.
* Consultants who are approved to the roster but not selected for a contract may reapply after 6 weeks.
* The City's standard roster agreement terms and conditions will be used for all contracts, and departments have discretion over whether to allow for negotiation of the standard terms.
* Consultants must meet all applicable licensing requirements and maintain premises operations and vehicle liability insurance in force with coverages and limits of liability typically maintained by consultants performing work of a scope and nature similar to that called for under the contract.
* Consultants must also maintain workers' compensation insurance if required by Washington state law.
* Project-specific insurance requirements may be added as a condition of contracting in addition to the City's standard consultant insurance requirements.
* Consultants must obtain a Seattle Business license and pay all taxes due before a consultant roster agreement can be executed if they have a physical nexus in the city.
* The City's Procurement Portal will be used for all communication and document submission.
* A statement of qualifications is required, which details how a consultant firm's skills and experience align with the specific scope of work covered by the roster(s) attempting to be qualified for.
