The Board of Supervisors of Jackson County, Mississippi will be accepting electronic or sealed proposals for the following project: WASTE TIRE REMOVALElectronic or sealed Proposals will be received at the office of the Purchasing Director of Jackson County, Mississippi no later than 12:00 P.M. (local time) on October 15, 2026. All proposals so received, which conform to the proposal requirements, will be publicly opened and read aloud at 1:00 P.M. (local time) on October 15, 2026, in the Board of Supervisors Meeting Room, located in the Jackson County Services Building, 2915 Canty Street, Pascagoula, MS 39567. Proposals may be mailed to the Purchasing Director, 2915 Canty Street, Suite D, Pascagoula, MS 39567, hand delivered to the Purchasing Director, 2915 Canty Street, Suite D, Pascagoula, MS 39567 or submitted electronically at www.jacksoncoplans.com..The project includes all labor and equipment necessary to store, transport and process waste tires as specified. Proposal Specifications may be examined in the office of the Purchasing Department at 2915 Canty Street, Suite D, Pascagoula, MS 36567 during normal business hours or obtained online at www.jacksoncoplans.com. For technical information regarding this project, contact the Jackson County Solid Waste Department office at 228-872-8340.Sealed Proposals shall be submitted in a sealed envelope with the Proposer’s name, address, date and time of the Proposal opening, and the words “PROPOSAL FOR WASTE TIRE REMOVAL” written on the exterior of the envelope. Electronic Proposals must be in “pdf” format and shall contain the same information and forms as required for paper Proposals. All documents shall be combined into one file. When submitting a Proposal electronically, the authorized signature shall be an electronic signature or handwritten in blue ink signature. In the event that an electronically submitted Proposal has a corrupt attachment, the Proposal will be considered null and void. Electronic Proposals shall be submitted at www.jacksoncoplans.com.Each Proposal must be submitted on the prescribed form. In order to perform public work, the successful Proposer shall, as applicable, hold or obtain such Contractor’s and business license as required by Mississippi state statutes. Before a Contract will be awarded for the work contemplated herein, the Owner will conduct investigation as is necessary to determine the performance record and ability of the apparent lowest responsible, responsive, qualified Proposer to perform the size and type of work specified under this Contract. Upon request, the Proposer shall submit such information as deemed necessary by the Owner to evaluate the Proposer’s qualificationsThe successful Proposer must comply with all federal, state, and local requirements contained in the Contract Documents. The Jackson County Board of Supervisors reserves the right to reject any and all Proposals and to waive any informality. Proposals may not be withdrawn after the scheduled Proposal opening date for a period of Sixty (60) days. The Board of Supervisors reserves the right to reject any or all proposals, to waive or not waive informalities or irregularities in the proposals or proposing procedures, and to accept or further negotiate cost, terms or conditions of any proposal determined to be in the best interest of the County even though not the lowest proposer.
