Chester County CYF Resource Parent Recruiter

The County of Chester’s Department of Children, Youth, and Families seeks a qualified individual or firm to act as a “Resource Parent Recruiter.” The contractor will be responsible for identifying, recruiting, and onboarding qualified resource (foster) parents to meet the county’s child‑placement needs. The effort is funded through FY 26‑27 and FY 27‑28 budget packages and requires compliance with numerous state and federal regulations (HIPAA, child‑protection, debarment, insurance, etc.). Proposals are due electronically by September 17, 2026. • Scope: recruitment, screening, and placement of resource parents for CYF programs. • Required deliverables: monthly recruitment reports, compliance documentation, and adherence to a detailed fee‑for‑service schedule. • Mandatory certifications: criminal‑history affidavit, HIPAA Business Associate Agreement, insurance certificates, debarment and anti‑lobbying certifications. • Evaluation criteria include experience with child‑welfare recruiting, cost‑effectiveness, and ability to meet reporting requirements. • Contract likely runs for at least the 2026‑2028 fiscal periods, with possible extensions.
