Description

This solicitation seeks a qualified contractor to retrofit an existing dry storm‑water detention basin on a 5.78‑acre parcel in Columbia, SC into a permanent wet retention pond with additional dry storage, and to relocate an adjacent sanitary sewer line. The work includes demolition of existing fencing, trees, and debris; excavation, grading, and construction of drainage structures, pipe, and a new pond control structure; installation of new chain‑link and privacy fencing; extensive erosion‑control, riprap, and slope stabilization; revegetation, seeding, and sod installation; and full coordination of traffic control during construction. The contractor must provide all labor, equipment, materials, and testing required to meet City, State, and Federal regulations, and will be awarded to the lowest responsible bidder. • Retrofit dry detention basin to wet retention pond with added storage • Relocate and install 12‑in. PVC sanitary sewer line with bypass pumping • Complete site clearing, demolition, excavation, grading, and drainage structures (pipes, manholes, catch basins, etc.) • Install riprap, erosion control blankets, and extensive landscaping (seed, sod, fertilization) • Provide new 6‑ft chain‑link and privacy fencing with gates • Manage traffic control, utility protection, and compliance with City of Columbia specifications • Deliver all required testing, documentation, and close‑out submittals.

Budget estimate

$2,000,000 – $5,000,000

The bid package includes extensive earthwork, concrete pipe, storm‑water structures, fencing, landscaping, and utility relocation on a 5.78‑acre parcel. Comparable municipal storm‑water retrofit projects in the Southeast typically range from $2 million to $5 million depending on site conditions, material prices, and labor rates. Assuming an average unit cost of $300–$500 per cubic yard for excavation/fill, $150 per linear foot for PVC pipe, $200 per linear foot for concrete drainage structures, plus $1 million‑$2 million for fencing, landscaping, and indirect costs, a reasonable contract value would fall between $2 M and $5 M.
