The University of Oklahoma is seeking a qualified financial advisory firm to assist with its debt issuance program, including the structuring, financing strategy, and execution of general, limited, and special obligation debt for a total projected issuance of approximately $420 million. The advisor will provide market analysis, recommend optimal financing structures, prepare required documentation, manage the bid process, and support post‑issuance activities. The engagement is on a contingent‑fee basis (fixed dollar amount payable only if bonds are sold) and must be performed within a 12‑month window tied to the first bond issuance. • Provide comprehensive financial advisory services for university debt issuance and financing strategies. • Develop and implement methods for issuing general, limited, and special obligation bonds, including short‑term anticipation notes. • Manage bid processes, prepare official statements, coordinate with bond counsel, underwriters, and the Oklahoma Deputy Treasurer, and support closing activities. • Must be pre‑approved by the Oklahoma State Treasurer and comply with state bond oversight statutes and non‑boycott certifications.
