INSURANCE BROKER POOL SERVICES

Texas Southern University (TSU) is seeking sealed proposals from qualified insurance‑brokerage firms to create a pool of approved brokers that will provide insurance brokerage, consulting, risk‑management, claims advocacy and related services on an as‑needed basis for the university. The university may award contracts to multiple firms; inclusion in the pool does not guarantee a minimum volume of work. The initial contract term is three (3) years with two (2) one‑year renewal options. Respondents must be licensed in Texas, have at least five years of experience with public‑sector or higher‑education insurance programs, maintain E&O coverage, and possess access to national insurance markets. Proposals must include detailed firm qualifications, higher‑education experience, technical approach, personnel resumes, and a full fee/comission breakdown. All questions are due 9/17/2026; final proposals are due 9/29/2026 at 11:00 a.m. Central. No pre‑bid meeting or site visit is required. • Scope: insurance program reviews, brokerage for commercial lines (builder’s risk, cyber, professional liability, etc.), marketing, risk‑management consulting, claims advocacy, policy administration, loss‑prevention, reporting. • Deliverables: program reviews, coverage analyses, renewal strategies, stewardship reports, claims reports, certificates of insurance, executive presentations, risk assessments, comparison matrices. • Minimum requirements: Texas insurance license, 5 + years experience with public/higher‑ed entities, E&O insurance, financial stability. • Evaluation criteria: firm qualifications (25 %), higher‑ed experience (20 %), technical approach (20 %), personnel qualifications (15 %), fee proposal (20 %). • Contract value indicated at $90,000 (estimated).
