Bay Bridge Protection Project

The Maryland Transportation Authority (MDTA) is seeking a design‑build contractor to provide engineering, design, permitting, and construction services for protective structures around the four bridge towers of the Eastbound and Westbound Bay Bridges in Anne Arundel County. The scope includes: • Installation of pier‑protection systems to safeguard bridge supports from vessel impacts and scour. • Full design‑build delivery using competitive sealed proposals, with design phases (Phase IV Final Design) followed by construction (Phase V). • Development of environmental compliance plans, geotechnical studies, structural designs, traffic‑maintenance (MOT) plans, and coordination with U.S. Coast Guard and local agencies. • Submission of quality‑management plans, design‑review documentation, and as‑built drawings. • Requirement to maintain vessel traffic during construction and to provide public outreach and incident‑management plans.
