DRAFT Section L&M and Statement of Objectives for CAD/PAD

The US Air Force is seeking comments and information from industry partners for a future competitive action related to CAD/PAD requirements. The solicitation is not a request for proposals, but rather a request for information to aid in planning and preparation for a future solicitation. The evaluation factors for award will include technical and cost/price considerations, with technical factors being significantly more important than cost or price. The technical rating will evaluate the quality of the offeror's technical solution, and the cost/price proposal will be evaluated based on the completion of the RFP Section B Schedule. • The technical evaluation will consider factors such as the qualified vendor, schedule, and technical risk. • The cost/price evaluation will consider the price proposal submitted by the offeror. • The government reserves the right to award without discussions and to select one contractor for award. • The government also reserves the right to award no contract at all, depending on the quality of the proposals and the availability of funds.
