Utah Bids and Bidding Guide

Utah state solicitations are posted on U3P — the Utah Public Procurement Place — which moved to the Bonfire platform in spring 2025. You can browse open opportunities there without an account, but you need to register as a vendor to submit a response or receive notifications. The Division of Purchasing, part of the Department of Government Operations, runs the system.

Where Are Utah RFPs Posted?

  • U3P on Bonfire — open state agency solicitations. Vendor account required to respond or receive alerts.
  • Division of Purchasing — vendor guidance, awarded and cooperative contracts, training. This is the entry point.
  • UDOT — highway, bridge and transportation lettings. UDOT prequalification for construction.
  • City, county and district sites — local contracts across 29 counties. Registration varies by entity.

One correction worth making if you are working from an older guide: Utah used to run U3P through a SciQuest-hosted portal, and links to bids.sciquest.com for the State of Utah no longer work. The Division of Purchasing now points current solicitations at Bonfire. If you have a saved bookmark or an alert built on the old address, it has been quietly returning nothing since the move finished in spring 2025.

What Do You Need Before You Can Bid in Utah?

  1. Register as a vendor on U3P through Bonfire and complete your commodity codes. Browsing is open; notifications are not. The codes you select are what determine which solicitations reach your inbox.
  2. Read the Division of Purchasing's vendor guides before your first submission. Bonfire's response mechanics — file requirements, submission deadlines, addenda acknowledgement — are strict, and a late or incomplete submission can be rejected.
  3. Start UDOT prequalification if you do transportation construction. It is separate from anything you do on U3P, and it takes time you will not have inside a bid window.
  4. Register with the cities and counties you want to sell to. Salt Lake County, Utah County, Salt Lake City and many other local buyers post on U3P too, so one Bonfire registration covers them; those outside U3P keep their own vendor lists.

Which Utah Cities and Counties Issue the Most RFPs?

Utah is unusually concentrated. The Wasatch Front — the corridor running through Salt Lake, Utah, Davis and Weber counties — holds the large majority of the state's residents and most of its contracting. Sustained population growth keeps infrastructure, schools, water and transportation in a near-continuous buying cycle.

  • Salt Lake County — the largest single source of local work: health, public safety, facilities, transit.
  • Salt Lake City — airport and municipal infrastructure, capital city services, redevelopment.
  • Utah County (Provo, Orem, Lehi) — fast growth plus the Silicon Slopes technology cluster: roads, utilities, technology.
  • Davis and Weber counties — defense-adjacent activity around Hill Air Force Base, regional infrastructure.
  • West Valley City and West Jordan — suburban growth: streets, parks, public facilities, schools.
  • Washington County (St. George) — the biggest population gains outside the corridor: water, roads, public buildings.
  • Cache County (Logan) — university-adjacent services, agriculture support, municipal works.
  • Tooele and Summit counties — industrial and logistics work in Tooele; resort and resilience work in Summit.
  • School districts — facilities, transport, technology and services across all 29 counties.

How Quickly Do Utah RFPs Close?

Sometimes quickly, and this is the practical thing to plan around. Utah deadlines are firm, and some windows between posting and closing are short. A vendor who checks portals on a weekly rhythm will routinely find work that closed before they saw it. Notifications are not a convenience here; they are the difference between competing and not.

How Do You Track Utah Bids Without Checking Every Portal?

U3P covers state agencies. UDOT covers transportation. Salt Lake City, Provo, Ogden, St. George, the 29 counties and the school districts each run their own buying, some on U3P and some on their own sites — and with Utah's short bid windows, checking them in rotation does not work. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Utah and narrow by agency, industry or NAICS code, then save the search so new Utah bids arrive by email once a day, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Utah RFPs?

  1. Register on U3P through Bonfire and set your commodity codes. If you registered on the old SciQuest version of U3P, confirm your account carried over rather than assuming it did.
  2. Add the two or three Wasatch Front entities closest to your work. Salt Lake County and Utah County alone represent a large share of the local market.
  3. Set up email alerts rather than a checking routine. In a state with short bid windows, a daily feed is worth more than a thorough weekly search.

Utah's market is compact, growing fast and quick to close. The vendors who do well here are the ones who finished their registrations before they needed them.

FAQs

Where are Utah RFPs posted?

State solicitations are posted on U3P, the Utah Public Procurement Place, hosted on Bonfire at utah.bonfirehub.com. The Division of Purchasing, part of the Department of Government Operations, runs the system and publishes vendor guidance and contract awards. UDOT advertises transportation lettings separately, and cities, counties and school districts each buy on their own.

What is U3P and do I need to register?

U3P is the Utah Public Procurement Place, the state's vendor procurement system. It moved to the Bonfire platform in spring 2025. You can browse open opportunities without an account, but you must register as a vendor to submit a response or to receive notifications when solicitations matching your commodity codes are posted.

Is the old SciQuest U3P link still valid?

No. Utah previously ran U3P through a SciQuest-hosted portal, and links to bids.sciquest.com for the State of Utah are retired. Current solicitations are at utah.bonfirehub.com, reachable through purchasing.utah.gov. If you have an old bookmark or a saved alert pointing at the SciQuest address, replace it.

Which Utah counties have the most contracting activity?

Salt Lake County leads by a wide margin, followed by Utah County around Provo, Orem and Lehi, then Davis and Weber. Together these form the Wasatch Front, which holds most of the state's population and most of its public contracting. Washington County around St. George has added the most residents outside the corridor.

How quickly do Utah RFPs close?

Sometimes quickly. Utah deadlines are firm and some windows between posting and closing are short, which is why registering for notifications matters more here than checking portals on a schedule. A vendor who checks weekly will miss work that a vendor with alerts sees the day it posts.

What industries win the most Utah contracts?

Construction and infrastructure, driven by sustained population growth along the Wasatch Front; technology and software, given the Silicon Slopes cluster; healthcare; outdoor recreation and tourism services; and water management, which is a persistent priority in an arid state.
