Master Contracts for Enhancing Organizational Capacity (Contracting - with Small Business Goal)

The Metropolitan Council is issuing a competitive RFP for “Master Contracts for Enhancing Organizational Capacity,” seeking one or more vendors to provide a suite of professional services—including change management, project management, business analysis, program evaluation, procedure and data analysis, and planning—on an as‑needed basis for Metro Transit. The work will support the agency’s ability to implement and adopt organizational changes, manage projects, and integrate planning processes across multiple functional areas. • Services are to be delivered on an “as‑needed” basis across defined Areas of Expertise (see Attachment 1). • The solicitation targets vendors with expertise in change management, project management, business analysis, program evaluation, data‑driven analysis, and strategic planning. • A small‑business participation goal of 11 % MCUB firms applies, and all subcontractors must be free of debarment or suspension. • Key dates: RFP issued June 16 2026; pre‑bid meeting July 2 2026; questions due July 7 2026; proposals due July 29 2026; award anticipated Sep/Oct 2026.
