Homeowner Repairs – Contractor Pool

The City of Indianapolis & Marion County’s Department of Metropolitan Development is establishing a qualified contractor pool to perform a wide range of homeowner repair services funded largely by CDBG dollars. Contractors will be pre‑qualified now and may be called on throughout an 18‑month contract period (renewable once) to address structural, mechanical, safety, and environmental repairs in residential properties. The scope includes trades such as general contracting, plumbing, electrical, HVAC, lead‑paint, asbestos, radon, mold, roofing, and ADA‑related upgrades, with typical project turnaround of 60 days after a notice to proceed. • Eligible trades: General contractor, plumbing, electrical, HVAC, lead‑based paint, asbestos, radon, mold, roofing, ADA upgrades, etc. • Contract value: Up to $2 M total pool; individual awards negotiated after qualification. • Term: 18 months (possible 1‑time 18‑month renewal), with work to start within 30 days of award and complete within ~60 days. • Requirements: City contractor licenses, EPA RRP certification (if lead work), bonding, insurance, living‑wage compliance, SAM registration, and HUD Section 3 participation goals.
