Housing and Homelessness Strategy and Implementation Toolkit

The City of Thornton is seeking a qualified consultant (or consulting team) to develop a comprehensive Housing and Homelessness Strategy and an associated Implementation Toolkit. The work is organized around five focus areas—strategic foundation and policy alignment, housing strategy and implementation tools, homelessness response and service delivery, funding and organizational effectiveness, and community engagement and performance measurement. Deliverables include draft and final strategy documents, data sets, presentation decks for staff and City Council, and a suite of practical tools (forms, templates, GIS layers, dashboards, financial models, etc.) in editable Microsoft‑compatible formats. • Develop a data‑driven strategy that integrates the City’s 2025‑2029 Strategic Plan, Housing Needs Assessment, CDBG Consolidated Plan, and regional housing assessments. • Produce an Implementation Toolkit containing templates, process flows, playbooks, financial models, GIS layers, and other resources to enable the City to administer the strategy. • Conduct stakeholder outreach, provide community‑engagement plans, and establish a performance‑measurement framework for ongoing monitoring and reporting. The contract runs from early October 2026 through the end of March 2027, with a firm start date of approximately October 5 2026.
