Biosolids Beneficial Use

Pierce County is seeking a qualified contractor to manage the acceptance, handling, and beneficial use of Class B biosolids generated by its wastewater treatment plants. The contractor will be responsible for receiving biosolids, ensuring regulatory compliance (federal, state, local), maintaining permits, providing spill‑prevention plans, conducting monitoring and reporting, and managing all labor, equipment, and subcontractor costs associated with land‑application or other beneficial‑use methods. The contract is a single‑award, multi‑year agreement with an initial four‑year term (potential four‑year extensions) and an estimated base value of $500,000. The scope includes: • Receiving and storing biosolids at the contractor’s facility. • Obtaining and maintaining all required environmental permits and registrations. • Implementing environmentally responsible processing and land‑application practices. • Providing documentation, reporting, and public‑information outreach. • Maintaining equipment, spill‑prevention & response plans, and worker safety protocols. • Supplying qualified personnel and demonstrating prior experience with biosolids management.
