Description

Union County, North Carolina, through its Water Department, is seeking Statements of Qualifications (SOQs) from engineering firms to provide comprehensive engineering services for water and wastewater system improvements on an as‑needed, task‑order basis. The solicitation does not require pricing; instead, firms will be evaluated on staff qualifications, relevant project experience, management approach, and reputation. The contract will be a three‑year multiple‑project agreement, with the County able to issue individual task orders for specific improvements identified in the Master Plan, Capital Improvement Plan, or other water/wastewater initiatives. Firms must hold a North Carolina engineering license and be prepared to comply with federal and state funding regulations where applicable. • Scope: analysis, planning, design, permitting, bid administration, and construction administration for water distribution, booster pumping, storage, wastewater collection, lift stations, and treatment facilities. • Delivery: task‑order contracts issued over a 3‑year period; no guaranteed minimum workload. • Evaluation: weighted criteria – Project Team (35%), Project Experience (35%), Management/Approach (20%), Reputation (10%). • Submission: electronic SOQ by 2:00 PM EST, 22 Sep 2026; questions due 9 Sep 2026. • Requirements: NC engineering license, compliance with N.C.G.S. 143‑64.31, trade‑secret handling, insurance, and E‑Verify.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Typical county‑level multi‑project engineering agreements for water and wastewater systems range from a few hundred thousand dollars to several million dollars over the contract term, depending on the number and complexity of task orders. Assuming an average of 2–4 task orders per year at $250k–$500k each, the total three‑year award could be roughly $1.5 M to $6 M. Therefore, a reasonable estimate for the firm’s potential earnings is between $500,000 and $2,000,000 per year, or $1,500,000–$6,000,000 over the full three‑year period.
