Statewide Maternal Health Access and Services Assessment

The South Dakota Department of Health is seeking a contractor to conduct a comprehensive, statewide assessment of maternal‑health access and services. The effort will map existing clinical and community resources, evaluate insurance coverage, telehealth capacity, workforce availability, and social‑service supports; engage stakeholders through at least three methods; and deliver a data‑driven strengths‑gaps‑opportunities analysis to inform the Rural Health Transformation Maternal and Infant Health Hub Initiative. • Develop a detailed project plan, data acquisition strategy, and stakeholder‑engagement approach. • Analyze a wide range of datasets (MCH Needs Assessment, PRAMS, mortality‑review, Medicaid claims, GIS/broadband data) while complying with PHI protections under a Business Associate Agreement. • Produce monthly progress reports, a final comprehensive assessment report, and a presentation to state leadership, all within a 16‑month fixed‑price contract (June 2026 – Sept 2027).
