Description

The U.S. Department of Agriculture (USDA), Forest Service (USFS), is seeking vendors to provide heavy equipment with water for Regions 3, 5, and 6. The equipment will be used for local, regional, and national fire suppression and all-hazard incidents. Vendors must submit quotes through the VIPR NextGen system, and the quotes will be evaluated based on operational acceptability, price reasonableness, and past performance dependability risk. The contract will be a Multiple Award Incident Blanket Purchase Agreement (I-BPA), and the award will be made to responsible quoters whose quotes conform to the solicitation. The contract period is estimated to start in June 2026, with annual review modifications. • The equipment must meet the minimum requirements specified in the solicitation. • Vendors must provide a minimum of 7 pictures/files of the equipment, including the serial number, front, back, left, and right views, and any claimed advantages or attributes. • Vendors must complete and sign the Aftermarket Equipment Certification document. • The contract will be set-aside for small business concerns unless market research indicates a need to advertise on an unrestricted basis. • The contract will be awarded based on the best value to the Government, considering factors such as price, past performance, and operational acceptability.

Budget estimate

$100,000 – $1,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a clear payment amount. However, based on the fact that the contract is a Multiple Award Incident Blanket Purchase Agreement (I-BPA), it is likely that the budget will be based on the number of times the equipment is used and the rates agreed upon in the contract. The budget could range from $100,000 to $1,000,000 or more, depending on the frequency of use and the rates. Factors that may influence the likely payment range include the number of vendors awarded contracts, the frequency of incidents requiring heavy equipment, and the rates agreed upon in the contract.
