Scope of Work – The work consists of furnishing all labor, materials, equipment, and incidentals required for the construction of a bulk sodium hypochlorite storage and feed system at the Preston Water Treatment Plant and a new day tank system at the Hialeah Water Treatment Plant, including all associated demolition, site work, civil, structural, mechanical, electrical, and instrumentation and control improvements. Estimated Range of the Base Bid - $26,854,035.15 to $32,491,898.89, not including contingency and dedicated allowances. Project Duration: 900 Calendar Days to Substantial Completion, 990 Calendar Days to Final Completion, plus a 99 Calendar Day Contingency Period. A MANDATORY SITE VISIT TO THE TWO PROJECT LOCATIONS will be conducted on Wednesday, September 16, 2026, commencing at 9:00 a.m. at the Preston Water Treatment Plant, 1100 W. 2 Avenue, Hialeah, FL 33010, and followed immediately by a site visit to the second location at the Hialeah Water Treatment Plant, 700 W. 2nd Avenue, Hialeah, FL 33010. Bidders are required to attend both the pre-bid meeting and the site visits at BOTH LOCATIONS for their bid to be considered responsive. Since the plant is a facility with restricted access, Bidders are encouraged to also invite any of their trade subcontractors, specialty subcontractors or vendors to this event. Participants attending the site visit must wear personal protection equipment (PPE) including hardhat, safety glasses, safety shoes and safety vest.
