HUD811 Project Rental Assistance (PRA) Program Request for Applications

This solicitation seeks qualified owners or managers of multifamily housing to provide HUD‑811 Project‑Based Rental Assistance (PRA) units for extremely low‑income, non‑elderly persons with disabilities throughout Washington State. The award is a 20‑year rental‑assist contract (initial five‑year funded period) with a total ceiling of $7.1 million across all awards. Applicants must demonstrate experience with HUD‑811 PRA, possess appropriate financing, and meet licensing and unit‑restriction requirements. • Provide and manage rental‑assist units; monthly rent‑subsidy payments only – no capital construction permitted. • Must own or manage an eligible multifamily property (≥ 5 units) and have financing from LIHTC, HOME, etc.; cannot exceed 25 % of units funded by Section 811 or used for supportive housing. • Evaluation (75 points) focuses on organizational experience, project plan, county priority points (Cowlitz, Kitsap, Pierce, Skagit, Snohomish, Whatcom), and low‑barrier application processes.
