Independent Auditing Services: City of Scranton OPEB Trust

The City of Scranton is seeking a certified public accounting firm to conduct an independent audit of the City's Other Post-Employment Benefits (OPEB) Trust for the fiscal years ending December 31, 2025, 2026, and 2027. The audit must be performed in accordance with generally accepted government auditing standards and the standards applicable to financial audits contained in Government Auditing Standards. The selected firm will be required to provide a work plan, audit work papers, and a final report for each fiscal year. • The OPEB Trust audits for fiscal years 2023 and 2024 were performed by CliftonLarsonAllen LLP. • The Trustee requires the appointed auditor to schedule and complete the OPEB audit before the City's financial audit team requires the final OPEB liability and asset figures for the City's independent financial audit. • The OPEB Trust's accounting records are maintained, primarily, by the Office of Business Administration.
