AUDIT AND/OR TAX SERVICES FOR VARIOUS HOUSING OPPORTUNITIES COMMISSION ENTITIES

The Housing Opportunities Commission of Montgomery County is soliciting proposals for audit, tax, and/or compilation services for various entities. The scope of work includes performing annual independent audits and tax services for entities such as Alexander House Development Corporation, Barclay Apartments Development Corporation, and others. The selected firm will be required to designate a project manager to supervise the planning and fieldwork, assume responsibility for written reports, and see the audit and/or tax services through to satisfactory completion. The anticipated start date is July 31, 2026, for the fiscal year 2026. Some key points to consider: • The audit services are to be performed in accordance with Generally Accepted Auditing Standards. • Tax services must be performed in accordance with generally accepted tax standards. • The audit and/or tax services shall include, but not be limited to, an examination of and an opinion on the financial statements of the company's operations for the fiscal year ending June 30. • A detailed Management Letter addressing internal controls and compliance with all applicable Federal, State, and Bond Indenture requirements is required. • The timeline for the audit shall be as follows: an initial draft of the audit should be provided to HOC's accounting manager and applicable stakeholders by August 31, and a final draft must be provided by September 7.
