The Department of Defense (DoD) Office of Strategic Capital (OSC) is seeking innovative commercial solutions to support its mission. The Commercial Solutions Opening (CSO) is a competitive selection process that will result in awards under 10 U.S.C. § 3458 or 10 U.S.C. § 4022. The CSO is open for a term of ten years, and companies can submit White Papers in response to Areas of Interest (AoIs) posted on the Governmentwide Point of Entry (GPE) website. The Government will evaluate White Papers based on relevance, merit, and feasibility, and may request full proposals from selected companies. • The CSO is a full and open acquisition, and all interested vendors, including small businesses and nontraditional defense contractors, are eligible to participate. • The Government is seeking innovative solutions that address critical component technologies with broad commercial applications. • The CSO may result in awards for concept demonstrations, pilots, and agile development activities. • Companies must submit White Papers and proposals electronically via the CSO POC or as instructed in the AoI posting. • The Government will evaluate proposals based on the criteria stated in the CSO and the AoI.
