Commercial Solutions Opening (CSO) for the DoD Office of Strategic Capital (OSC)

The Department of Defense (DoD) Office of Strategic Capital (OSC) is seeking innovative commercial solutions to support its mission of attracting and scaling private capital to technologies critical to national security. The Commercial Solutions Opening (CSO) is a competitive selection process that consists of two phases: White Paper submission and Proposal submission. The CSO is open for a term of ten years, and Areas of Interest (AoIs) may be posted at any time during this term. Companies can submit White Papers in response to AoIs, and the Government will evaluate these submissions based on relevance, technical merit, and feasibility. Selected companies may be invited to submit a full proposal, and awards may be made under the authority of 10 U.S.C. § 3458 or 10 U.S.C. § 4022. Some key points to consider: • The CSO is open to all interested vendors, including small businesses and nontraditional defense contractors. • Foreign-owned firms may participate, but they must notify the Contracting Point of Contact before responding to the solicitation. • The Government will evaluate White Papers based on relevance, technical merit, and feasibility. • Selected companies may be invited to submit a full proposal, and awards may be made under the authority of 10 U.S.C. § 3458 or 10 U.S.C. § 4022. • Awards may be in the form of commercial firm-fixed-price contracts or prototype other transaction agreements.
