Description

The NOAA National Weather Service is seeking a small‑business vendor to repair and calibrate a suite of high‑value test equipment (oscilloscopes, spectrum analyzers, sensors, generators, etc.) and return the units in “like‑new” condition. The contractor must provide all labor, materials, packaging, and return‑shipping at a firm‑fixed price, and must be able to meet detailed delivery timelines after receipt of a purchase order. No partial quotes or awards will be accepted, and all equipment must be shipped back in containers that can withstand transport by ship, rail, truck, or aircraft. The award will be a firm‑fixed‑price purchase order issued to the lowest‑responsible, best‑value bidder. • 41 total pieces of equipment (25 T313‑1 sensors, 4 T313‑2 sensors, 2 T229 generators, 6 T374 oscilloscopes, 1 T605 attenuator, 1 T153 frequency counter, 2 T800 spectrum analyzers). • Work scope: complete repair, calibration, and re‑conditioning to original manufacturer specifications; include packaging for safe transport. • Delivery: contractor must provide a detailed production and delivery plan; faster delivery receives higher evaluation weighting. • Pricing: all‑inclusive firm‑fixed price, including return shipping; quote must be valid for at least 30 calendar days. • Mandatory compliance: Small‑business set‑aside, SAM registration, and adherence to numerous FAR and CAR clauses. • Submission: electronic quote via email to [email protected] by 12 PM CT, 17 Sep 2026.

Budget estimate

$100,000 – $250,000

Based on the quantity (41 units) and the high‑value nature of the test equipment (oscilloscopes, spectrum analyzers, HP sensors, etc.), a typical repair/calibration job for each unit can range from $2,000 to $6,000 depending on complexity and shipping requirements. Assuming an average of $3,500 per unit yields a total contract value of roughly $143,500. Adding contingency for packaging, logistics, and overhead could push the upper bound to about $250,000. Therefore, the expected award is estimated between $100 k and $250 k.
