Missouri Bids and Bidding Guide

Missouri state solicitations are posted on MissouriBUYS, the statewide eProcurement system run by the Office of Administration — but there is a catch worth knowing before you register anywhere. Missouri moved to a new platform in September 2024, and registrations did not carry over, so every supplier needs an account in the new system even if it had one in the old. Underneath sit 114 counties plus the City of St. Louis, which belongs to no county at all.

Why Do You Need to Register in Two Missouri Systems?

Because the state moved platforms and did not migrate everything at once. Newer solicitations appear in MissouriBUYS powered by MOVERS. Older ones remain in the legacy WebProcure system. Critically, supplier registrations did not carry across between the two, so an old WebProcure account does not let you bid on, or get notices for, solicitations in the new system.

Assuming an old WebProcure registration still covers you is the easiest way to miss Missouri work, because new bids and bid notifications only come through MOVERS. If you registered before the transition, check which system your account actually sits in rather than assuming it followed you.

Where Are Missouri RFPs Posted?

  • MissouriBUYS (MOVERS) — newer state agency solicitations. Supplier registration required for notifications and bidding.
  • WebProcure (legacy) — older solicitations still live here. Separate registration, which did not transfer.
  • MoDOT — highway, bridge and transportation work, announced on its own site with its own prequalification.
  • Individual state agencies — the Department of Health and Senior Services and others publish opportunities directly.
  • 114 county governments plus the City of St. Louis — among the highest county counts of any state. Separate vendor lists.
  • Municipalities and school districts — Kansas City, St. Louis, Springfield and hundreds of smaller buyers, each on its own schedule.

Which Missouri Cities and Counties Issue the Most RFPs?

Missouri's contracting concentrates at its two ends — Kansas City in the west, St. Louis in the east — with Springfield and Columbia anchoring the middle. The City of St. Louis is worth flagging separately: it is independent of St. Louis County, and the two are entirely different buyers with different portals.

  • Kansas City and Jackson County — logistics and freight, municipal infrastructure, public safety, airport work.
  • City of St. Louis — an independent city belonging to no county: urban infrastructure, health, transit.
  • St. Louis County — a separate government from the city, and the largest county buyer in the state.
  • Springfield and Greene County — southwest regional hub: healthcare, education, municipal services.
  • Columbia and Boone County — the University of Missouri and its health system: research, facilities, services.
  • Independence and Lee's Summit — Kansas City metro suburbs: roads, utilities, parks, public facilities.
  • St. Charles County (O'Fallon, St. Charles, St. Peters) — fast suburban growth west of St. Louis.
  • St. Joseph, Joplin and the regional counties — Buchanan, Jasper, Clay, Jefferson, Franklin and Cass: regional services and infrastructure.

How Do You Search Every Missouri Source at Once?

MissouriBUYS covers state agencies, with new solicitations in MOVERS. Kansas City, St. Louis city and county, the other 113 counties and the school districts each buy separately on top of that. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Missouri and narrow by agency, industry or NAICS code, then save the search so new Missouri bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Missouri RFPs?

  1. Register in MissouriBUYS powered by MOVERS, even if you had a legacy WebProcure account. This is the one piece of Missouri-specific housekeeping that actually changes what you can see.
  2. Decide which end of the state you are selling into. Kansas City and St. Louis are separate markets with separate buyers, and covering one well beats covering both loosely.
  3. Register with the City of St. Louis and St. Louis County separately if the east side is your market. They are two governments, not one.

Missouri's opportunity is real but its plumbing is unusual. Get the MOVERS registration and the city-versus-county distinction right, and the rest of the process behaves like any other state's.

FAQs

Where are Missouri RFPs posted?

MissouriBUYS is the statewide eProcurement system, run by the Office of Administration, where state agencies post solicitations and suppliers register for notifications. Agencies like MoDOT and the Department of Health and Senior Services also announce opportunities on their own sites, as do cities and counties.

Do I need to register in more than one Missouri system?

You need a MissouriBUYS powered by MOVERS registration, and this catches people out. Missouri moved platforms on September 18, 2024: solicitations issued since then appear in MissouriBUYS powered by MOVERS, while older ones remain in the legacy WebProcure system. Registrations did not transfer, and the state now says all suppliers must be registered in MOVERS, which is also where new bid notifications come from.

Why does Missouri have so many separate buyers?

Missouri has 114 counties — among the highest counts of any state — plus the City of St. Louis, which belongs to no county and governs itself entirely separately. Add the municipalities and school districts and the number of independent purchasing authorities is substantial.

Which Missouri cities have the most contracting activity?

Kansas City and St. Louis lead by a wide margin, followed by Springfield, Columbia and Independence. At county level, St. Louis County, Jackson County, St. Charles County and Greene County carry the most volume.

Where do I find Missouri transportation contracts?

The Missouri Department of Transportation publishes its own opportunities alongside the state system. Transportation and infrastructure are among the most consistent sources of public contracting in Missouri, so it is worth watching MoDOT directly if that is your field.

What industries win the most Missouri contracts?

Transportation and infrastructure, healthcare and social services, construction, and IT and professional services are common categories. Missouri's position as a logistics crossroads also generates steady distribution, warehousing and freight-related contracting.
