Notice of Intent to Award Sole Source

The U.S. Air Force 673rd Civil Engineer Squadron is awarding a sole‑source contract to SEL Engineering Services Inc. to replace an embedded LDAP server with a Windows Server 2025 Active Directory solution, fully integrated into the existing Schweitzer Engineering Laboratories (SEL) SCADA system at Joint Base Elmendorf‑Richardson. The contractor must deliver, install, configure, and commission the new LDAP/AD server, apply the latest STIG hardening, run DoD‑approved SCAP/ACAS vulnerability scans, remediate any findings, update all SEL device firmware/software, and provide training to authorized CE personnel on patching and maintenance procedures. Documentation of compliance and remediation must be supplied. The total contract value is approximately $102,882. • Replace existing LDAP server with Windows Server 2025 AD. • Ensure full STIG compliance and pass SCAP/ACAS scans. • Update SEL SCADA hardware/firmware to latest versions. • Provide detailed remediation documentation. • Conduct training for authorized personnel on patch/maintenance processes. • Sole‑source award; only SEL can meet technical and cybersecurity requirements.
