2 CFR 200 Central Services Cost Allocation Plan Consultant

The Metropolitan Council is seeking a qualified consultant to develop and maintain annual 2 CFR 200 Central Services Cost Allocation Plans for a five‑year period. The consultant will produce the required cost‑allocation plans and accompanying reports for fiscal years ending December 31, 2026 through December 31, 2030, with work performed from January 1, 2027 through December 31, 2031. This effort supports the Council’s compliance with federal grant regulations and requires expertise in cost‑allocation methodology, federal‑grant accounting, and report preparation. • Deliver one complete Central Services Cost Allocation Plan each fiscal year (FY 2026‑2027 through FY 2030‑2031). • Provide all associated reports required by the Metropolitan Council. • Ensure compliance with 2 CFR 200 requirements and applicable state/federal debarment rules. • Work remotely/onsite as needed, with deliverables due at each fiscal year‑end.
