The United States International Boundary and Water Commission (USIBWC) is seeking qualified firms to provide comprehensive Operations and Maintenance (O&M) services for the South Bay International Wastewater Treatment Plant (SBIWTP) in San Diego, California. The contract will cover routine operation, preventive maintenance, emergency response, compliance monitoring, reporting, and any required upgrades to ensure the plant meets all federal (NPDES) and state (California Water Code) discharge requirements. The O&M provider must manage the plant’s treatment processes, oversee the ocean outfall system, conduct regular sampling and analysis, maintain permits, and coordinate with the California Regional Water Quality Control Board. The scope includes staffing, equipment upkeep, spare‑parts inventory, training, and documentation to support the plant’s continuous, environmentally compliant operation.
• Provide day‑to‑day plant operation and control of primary/secondary treatment processes.
• Perform preventive and corrective maintenance on mechanical, electrical, and civil infrastructure.
• Ensure compliance with effluent limits, discharge prohibitions, and reporting obligations outlined in Order No. R9‑2021‑0001 (as amended).
• Conduct regular monitoring, sampling, and data submission to the San Diego Water Board and EPA.
• Manage emergency spill response and plume‑tracking programs.
• Supply qualified personnel, training, and safety programs.
• Maintain records, permits, and support any required permit renewals or modifications.
