The VA is soliciting a single‑prime‑contractor to perform a full gut renovation of Building 14, encompassing two phases (AB – first floor, CD – second floor). The work includes demolition, asbestos abatement, mechanical‑electrical‑plumbing (MEP) upgrades, fire‑alarm and security system upgrades, window replacement, interior finishes, and associated site logistics. The two phases will be awarded together and constructed concurrently, with a consolidated set of general requirements, CPM schedule, quality‑control and safety plans, but separate purchase orders and invoicing. Key elements include: • Full demolition of interior finishes and hazardous material removal (asbestos, lead‑based paint). • Installation of new HVAC, chilled‑water, domestic‑hot‑water, and steam systems, including air‑handling units, pumps, and temporary heating provisions. • Electrical upgrades, conduit and fiber‑optic installations, fire‑alarm (Notifier) and nurse‑call (Baxter Voalte) systems, and card‑access (Johnson Controls C‑Cure). • Replacement of exterior windows, door hardware (Corbin Russwin mortise locksets), and interior finish work (tiles, plaster, ceilings). • Coordination of shared resources (site office, dumpsters, temporary utilities) and a single CPM schedule while maintaining separate schedules of values for billing. • Mandatory after‑hours work in occupied areas, strict conduit requirements for all cabling, and compliance with VA safety, environmental, and construction‑waste regulations.
