Social-Emotional Learning and Life Skills Services

This RFP seeks qualified vendors to deliver trauma‑informed, culturally responsive, evidence‑based social‑emotional learning (SEL) and life‑skills workshops for at‑promise foster‑care youth (ages 11‑21) in short‑term residential therapeutic programs (STRTPs) across Los Angeles County. The contract will be an indefinite‑quantity agreement with a one‑year initial term, renewable up to four additional one‑year terms (maximum five years). Vendors must provide fully‑burdened rates, maintain background‑check compliance for all staff, and report attendance and outcomes monthly. • Provide on‑site, in‑home, or LACOE‑facility SEL and life‑skills sessions (minimum 90 minutes each). • Coordinate with LACOE’s Foster Youth Services, acknowledge referrals within 3 business days, and submit monthly invoices with participation sheets. • Meet stringent compliance requirements: DOJ Live Scan fingerprinting, TB testing, mandated‑reporter training, and ongoing data‑security obligations.
