The contract will span five years (July 1 2027 – June 30 2032) with annual renewal options, and funding will be based on utilization, capacity, and negotiated budgets. Providers must own or lease residential facilities, hold a current Oregon Health Authority license, be enrolled in the ROADS data system, and maintain extensive insurance coverage (general liability, workers’ comp, automobile, professional liability, cyber‑security, and sexual abuse liability). Responsibilities include compliance with state regulations, evidence‑based service delivery, quality improvement, quarterly reporting, and invoicing. Budget estimate

$2,500,000 – $12,500,000

The solicitation does not disclose a total contract value. Based on typical Oregon county contracts for SUD residential capacity (approximately 20‑30 beds per provider, with per‑bed annual funding ranging from $25,000 to $75,000), a five‑year contract could range from roughly $2.5 million (20 beds × $25k × 5 years) to $12.5 million (30 beds × $75k × 5 years). Factors influencing the final amount include the number of beds a provider can staff, utilization rates, negotiated service rates, and any annual funding adjustments.
