Behavioral Health Interim Housing Placement

Solano County is soliciting proposals to design, staff, and operate an interim shelter/housing program for adults (including older adults) with serious mental illness and/or substance use disorders. The program will provide time‑limited stabilization for 90‑120 days, with a total capacity of up to 50 beds. Proposers may offer congregate settings, single‑family‑style homes, or innovative models, and may optionally include drop‑in nightly beds, family or couple placements, and wrap‑around day services. The County may award one or multiple contracts to meet the 50‑bed goal. The contract includes extensive compliance requirements (HIPAA, drug‑free workplace, insurance, audits, reporting, and confidentiality).
