Supports Services Qualification 2023

The Department of Developmental Services (DDS) is releasing this BID/RFR to create a qualifying list of providers of Support Services. The Support Services BID includes an array of discrete support services that are intended to provide assistance, skill development, and support in a variety of life areas to DDS eligible individuals. The services included in this RFR are: Adult Companion, Behavioral Supports and Consultation, Family Navigation, Individualized Home Supports, Peer Supports, Respite for Adults, and Respite for Children. The contract will be for a period of up to 10 years, with an estimated value of $120 million. • The services will be provided on an individual, 1:1 basis, although some services may be provided to small groups of individuals. • The services will be delivered using person-centered planning approaches and practices, based on the principles of individual choice and self-determination. • The adoption and integration of Positive Behavioral Supports (PBS) is intended to transform how services are provided to individuals. • Increased access to and utilization of Supportive Technology is another strategic area of focus to promote skill development, independence, and enhanced quality of life. • The services being BID through SSQUAL-23 for adults are Home and Community Based Waiver Program services, with the exception of Family Navigation.
