Central Washington County Access Center

The Washington County Department of Housing Services (DHS) is seeking partnerships with building or land owners to create an Access Center in Central Washington County. The Access Center will provide coordinated entry access point to supportive housing services, including housing navigation service center, inclement weather shelter, and other necessary homeless service amenities. The selected applicant will receive a capital funding award, structured as a forgivable loan, to rehabilitate an existing property or acquire a new site for the Access Center. The applicant must demonstrate experience and a logical plan to execute the core components of their program, have a thorough plan to construct and operate the Access Center, and have previous experience in real estate and/or obtaining permits and other development requirements. Some key features of the Access Center include: * Security systems and lighting * Shared office space with secured access * Private space for staff * At least five indoor hygiene facilities * Outdoor covered area with separate community space, smoking area, and pet area * Space for at least 60 individuals for overnight stay during inclement weather events * Laundry facilities and meal preparation facilities * Storage for participants' belongings and distribution of clothing and food. The applicant must also provide a detailed project budget, including acquisition costs, estimated rehabilitation or development plan, and a detailed sources and uses list. The applicant must also demonstrate at least 15% of the total budget is matched with other funding sources.
