RFP #2026-038-001 Medical Director Oversight of Emergency Medical Services

The City of Los Angeles, through its Fire Department EMS Bureau, is seeking a qualified physician to serve as the Medical Director for its Emergency Medical Services program. The consultant will provide medical oversight, policy development, quality‑improvement guidance, controlled‑substance management, medical direction for field responses, liaison duties with hospitals and EMS agencies, and leadership on a wide range of clinical, operational, and regulatory matters. The role is advisory and supervisory, requiring active emergency‑medicine practice, board certifications, and at least five years of EMS leadership experience. Proposals must include a detailed work plan, fee schedule, personnel qualifications, and compliance with numerous city ordinances and insurance requirements.
