Description

The City of Sacramento’s Human Resources Department is seeking a single insurance provider to deliver a comprehensive voluntary benefits program covering accident, critical illness (including cancer), and hospital indemnity for city employees and eligible dependents. The provider must design flexible plan options, handle all enrollment and claims processing, supply all marketing materials at no cost to the City, and support a smooth transition from the current Aflac provider. Ongoing responsibilities include online portals, dedicated account management, annual utilization reporting, and secure payroll‑deduction reconciliation. • Design and administer voluntary Accident, Critical Illness, and Hospital Indemnity plans compliant with federal and state law. • Provide all enrollment, marketing, and communications materials (printing and mailing costs covered by vendor). • Offer online enrollment platform, dedicated implementation team, and 24/5 U.S.–based customer service with escalation point of contact.

Budget estimate

$500,000 – $800,000

The RFP indicates a not‑to‑exceed ceiling of $660,000 for the five‑year contract. Assuming a typical profit margin of 10‑20% for managed benefit services, the vendor’s earnings could realistically range from roughly $500,000 to $800,000 over the contract term, depending on enrollment levels, claim volume, and any fee‑based revenue streams.
