Subject Matter Expertise with QSR

The Child Welfare Policy and Practice Group (CWG) is submitting a cost proposal to support the development of a Quality Services Review (QSR) for West Virginia's Department of Human Resources (DOHS). CWG is a nonprofit technical assistance and capacity building consulting organization with expertise in child welfare and behavioral health systems reform. They propose offering subject matter expertise consultation and implementation coaching for West Virginia's qualitative-based case review (QBCR) process. The scope of services includes design, co-creation, and implementation of DOHS's QBCR, with a good-faith estimate of 100 hours of consultation support at a rate of $250.00 per hour, not to exceed $25,000.00 without prior authorization. • The QSR is a structured, case-based methodology to evaluate service quality and improve client outcomes. • CWG has led QSR implementation in multiple states and has trained countless Quality Services Reviewers. • The proposal includes contributing to evaluation activities to assess the impact and benefits of the QBCR design. • CWG may assign other consultants with expertise in QSR to support the implementation. • Onsite consultation support may be necessary, with travel expenses reimbursed at the specified state-rate for West Virginia.
