West Virginia Bids and Bidding Guide
West Virginia state solicitations over $20,000 are published in the West Virginia Purchasing Bulletin on wvOASIS, and there is one thing to know before anything else: West Virginia charges a $125 annual vendor registration fee if you expect purchase orders totaling more than $5,000, and you must be registered before goods are delivered or services performed. Underneath the state sit 55 counties, 55 county school districts and every municipality, each buying separately.
What Do You Need to Know Before Bidding in West Virginia?
The fee first, because it is the thing that catches people out. Under West Virginia Code §5A-3-12, vendor registration requires a Vendor Registration and Disclosure Statement (Form WV-1) and carries a $125 annual fee for any vendor expecting to receive purchase orders exceeding $5,000 in aggregate. Vendors under that threshold, and those supplying sole-source commodities, are exempt from the fee — but not from registering.
The registration sequence, in order:
- Register in wvOASIS Vendor Self Service, or file paper forms WV-1 and WV-1A if you prefer. Do this before you find work, not after.
- Pay the $125 if the threshold applies to you. Registration must be complete before goods are delivered or services performed — not merely before payment. That distinction has cost vendors contracts they had already won.
- Register separately with the counties, boards of education and municipalities you sell into. State registration reaches none of them.
The second thing is the shape of the state. West Virginia's 55 counties are the organizing unit for almost everything: county commissions, county boards of education, and the county-level services that go with them. Unlike states where school districts subdivide counties by the dozen, West Virginia runs exactly one school district per county — 55 in total. That makes the local buyer landscape unusually easy to enumerate and unusually easy to cover systematically, which is an advantage if you are willing to work it.
One category worth naming, because it is easy to miss: heritage and outdoor tourism generates recurring procurement here. Park and trail work, festival and event services, and heritage-site maintenance appear regularly in state and county solicitations. Bridge Day on the New River Gorge Bridge — the third Saturday in October, when the bridge closes to traffic — alone requires traffic control, medical standby, sanitation, security and shuttle transport.
Where Are West Virginia RFPs Published?
- West Virginia Purchasing Bulletin — state requirements over $20,000. Registration is not required to view or bid, only before you deliver.
- wvOASIS Vendor Self Service — registration, vendor record and solicitation responses. $125 fee above the threshold.
- Bids Received archive — bids submitted on closed solicitations, searchable by RFQ number. No registration.
- 55 county commissions — county-level contracts and services. Separate vendor lists.
- 55 county boards of education — one school district per county. Separate vendor lists again.
- Municipalities and public service districts — local works, water and sewer. Registration varies by entity.
- WVU and Marshall University — research, facilities, IT and services. Separate supplier registration.
Two notes on that list. The $20,000 threshold means a meaningful slice of state spending never appears in the Bulletin at all — so if your typical contract is small, relationships with agency buyers matter more than watching the listing. And the Bids Received archive is the single most underused resource in West Virginia procurement: it is indexed by bid opening date back several fiscal years and searchable by RFQ number, and it tells you who bid, and what they bid, on the exact work you are chasing.
Which West Virginia Cities and Counties Post the Most RFPs?
- Charleston — the state capital: state-led initiatives and infrastructure projects.
- Huntington — arts, education and urban development, plus Marshall University procurement.
- Morgantown — West Virginia University: education, research facilities, community development.
- Parkersburg — heritage preservation, tourism and urban planning.
- Wheeling — trade and commerce: business development, infrastructure, logistics.
- Weirton — interstate and regional collaboration, given the Ohio and Pennsylvania borders.
- Fairmont — IT infrastructure and digital transformation, tied to local technology institutes.
- Martinsburg — Eastern Panhandle transport nexus: logistics and infrastructure.
- Beckley — environmental conservation and tourism tied to the New River Gorge.
- Clarksburg — heritage preservation and technology, including federal facilities in the area.
All 55 counties issue solicitations, but volume follows population. Kanawha (Charleston), Berkeley (Martinsburg), Monongalia (Morgantown), Cabell (Huntington), Wood (Parkersburg), Raleigh, Harrison, Jefferson, Mercer and Putnam are the largest. Each runs a county commission and a county board of education that procure independently of one another — which means a single county can be two separate buyers with two separate vendor lists. Worth checking before you assume you are registered.
How Do You Find West Virginia RFPs Efficiently?
Search every layer at once. Bid Banana aggregates state, county, municipal, school, university, hospital and utility solicitations — 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. A single keyword-and-filter search reaches the Bulletin, the counties and the school boards together instead of one at a time. A Saved Search runs automatically and emails new West Virginia matches in one email digest, daily or weekly, at the hour you pick, and wvOASIS emails bid notices to vendors who pay the annual fee. If picking keywords is the hard part, a Match profile describes your business once and surfaces what fits it.
Vary your vocabulary. If a keyword returns nothing, think laterally. Agencies write "infrastructure improvements" and "facility renovation" where you would write "construction," and "professional services" where you would write your own job title.
Favorite the near-misses. Bids you are not quite ready for this year tell you what to be ready for next year. Bookmarking them builds a pipeline and, more usefully, a calendar — most public contracts recur.
Where Should You Start With West Virginia RFPs?
- Register in wvOASIS and budget the $125 if you expect more than $5,000 in orders. Everything else waits on this.
- Open the Bids Received archive for the last two solicitations in your category before you bid the next one. Knowing what your competitors actually charged is worth more than another pass over your own proposal.
- Decide how you are covering the 110 county-level buyers. It is a fixed, knowable list — which makes West Virginia one of the few states where systematic local coverage is actually achievable.
Bid Banana is $49.99 a month or $479.99 a year for the whole database, and new users get a 7-day free trial — enough time to see what the Mountain State actually posts in your category.
FAQs
Where are West Virginia state RFPs posted?
In the West Virginia Purchasing Bulletin, published on wvOASIS by the state Purchasing Division. The Bulletin covers state purchasing requirements in excess of $20,000. Work below that threshold is not posted there, and county, school board and municipal solicitations are not in the Bulletin at all.
Does West Virginia charge a vendor registration fee?
Yes. Under West Virginia Code 5A-3-12, vendors expecting to receive purchase orders exceeding $5,000 in aggregate pay a $125 annual registration fee and file a Vendor Registration and Disclosure Statement (Form WV-1). Vendors under that threshold and sole-source suppliers are exempt from the fee but still register.
When do I have to be registered in West Virginia?
Before goods are delivered or services are performed for a state agency — not merely before you invoice. Registration runs through the wvOASIS Vendor Self Service portal, with paper forms WV-1 and WV-1A as an alternative. Leaving it until after an award is the mistake that costs vendors work they have already won.
Can I see what competitors bid on West Virginia contracts?
Yes. The Purchasing Division publishes a Bids Received archive of bids submitted on closed solicitations, so you can see who bid and what they bid on comparable work. It is the most underused resource in West Virginia procurement and the cheapest competitive research available.
How many separate government buyers are there in West Virginia?
More than the state list suggests. West Virginia has 55 counties, and each has both a county commission and a county board of education procuring independently — so roughly 110 county-level buyers, plus municipalities, public service districts, and West Virginia University and Marshall University, which purchase separately again.
How do I watch the Bulletin and the counties at the same time?
A single aggregated search is the practical answer. Bid Banana covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, with keyword and filter search, Saved Searches that email new matches in one email digest, daily or weekly, at the hour you pick, Match profiles and favorites. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
How many West Virginia bids close this week?
40 open West Virginia bids close in the next seven days.
Does this include federal opportunities in West Virginia?
Yes. 4 open federal solicitations from SAM.gov and other federal sources name West Virginia as the place of performance. They are listed in their own section on this page.
