The State of Vermont, through its Department of Buildings and General Services, is issuing a sealed‑bid RFP to establish one or more five‑year contracts for the supply of a broad range of plumbing and HVAC materials to state agencies, political subdivisions, and higher‑education institutions. Vendors must provide firm percentage discounts off manufacturers’ list prices, demonstrate statewide delivery capability, and meet extensive environmental, domestic‑preference, and certification requirements. • Supplies include pipe, fittings, pumps, burners, fans, dampers, controls, HVAC units, ventilation and refrigeration equipment, and related tools. • Pricing must be submitted as percentage discounts (manufacturer‑discount sheets and category‑discount rates) that remain fixed for the entire contract term. • Preference is given to Vermont‑resident bidders, U.S.–made products, and vendors with clean‑energy or sustainability practices; numerous certifications (non‑collusion, environmental, anti‑lobbying, etc.) are mandatory. • The contract is for up to five years; quarterly sales reports and strict warranty/delivery obligations are required. • All submissions are electronic only, due by October 19, 2026 4:30 PM, with questions due by October 6, 2026 4:30 PM.
