Description

The U.S. Department of Veterans Affairs (VA) is seeking a contractor to provide rideshare transportation services for Veterans enrolled in the Veterans Health Administration (VHA) Homeless Programs. The services will support Veterans in accessing shelter, housing appointments, healthcare, community support services, court obligations, essential goods, and employment-related activities. The contractor will be responsible for coordinating and scheduling rides, providing a secure electronic interface platform for authorized VA users, and paying transportation providers. The contract is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and has a small business size standard of $19 million. The period of performance is 12 months from the date of award, with an option to extend services for up to 6 months. Key aspects of the job include: • Ride coordination and scheduling through a secure electronic interface platform • Comparative price analysis and lowest-cost rideshare selection • Accommodation of last-minute/urgent transportation requests • 24/7/365 customer support for scheduled rides • Establishment and management of separate rideshare accounts for each VHA VISN • Monthly consolidated invoicing and trip-level reporting The contractor must provide non-personal rideshare coordination and transportation services, including ride coordination and scheduling, comparative price analysis, and customer support. The contractor will receive travel details from the Government and must schedule rides with commercially available rideshare providers. The contractor must also provide training to authorized VAMC staff on the secure electronic interface platform.

Budget estimate

$1,000,000 – $5,000,000

The budget for this opportunity is likely to be in the range of $1 million to $5 million per year, based on the scope of work and the fact that it is a Time-and-Materials contract. The contractor will be paid for the actual costs of the rideshare services, plus any applicable fees. The Government has set aside $19 million as the small business size standard for this contract, which suggests that the total value of the contract is likely to be in the range of $1 million to $5 million per year. The budget will depend on the number of rides provided, the cost of the rides, and the contractor's ability to manage the program efficiently.
