The New York City Department of Environmental Protection is seeking a qualified consultant to provide standby investigative services for employee environmental‑health‑safety (EHS) concerns, EHS incidents, and workplace‑violence incidents, together with the preparation of detailed investigatory reports and optional technical expertise. The work is “stand‑by”—the contractor will be called on as needed over a three‑year base period (with a possible one‑year renewal) and must be able to respond quickly across all DEP facilities in NYC and the watershed counties. The scope includes: • Investigation of employee‑raised EHS concerns (contact complainant within 24 hours, conduct interviews, review policies, produce factual report). • Investigation of EHS incidents such as spills, releases, fires, and other hazardous events, with typical completion within 3‑6 months. • Investigation of workplace‑violence incidents under NYC regulations, typically completed within 60‑90 days. • Preparation of comprehensive investigatory reports for each case, tailored to employee‑concern vs. incident investigations. • Provision of specialized technical expertise (e.g., Certified Safety Professionals, Industrial Hygienists, various PE engineers, fire investigators, forensic engineers) as needed. The contract is capped at $300,000 for the full 36‑month term, with a 10 % ceiling on project‑management costs, and requires ≥ 51 % self‑performance, New York State Professional Engineering licensure for key personnel, and compliance with numerous city labor, safety, and reporting requirements.
